Parivahan Sewa (Sarathi) and state RTO photo requirements
In India, driving license services — including Learner’s License (LL), Driving License renewal, duplicate DL, and international driving permits (IDP) — are consolidated under the Ministry of Road Transport and Highways (MoRTH) via the Parivahan Sewa (Sarathi) platform. While most states share standard guidelines, individual state RTO portals can set strict maximum file size caps.
- National Parivahan Portal: Requires a clear front-facing passport-style photo, cropped to 3.5cm × 4.5cm, in JPG format.
- Strict KB Limits: Many state RTO applications require the photo file size to be strictly between 10KB and 20KB. Uploads above 20KB fail portal validation.
- Biometric Capture at RTO: When visiting the physical RTO for your driving test or biometric verification, physical copies of the uploaded photo may be requested.
